Maharashtra has emerged as India’s leading startup state, securing the top position in the national startup rankings, while Karnataka claimed the second spot, according to data released by the Department for Promotion of Industry and Internal Trade (DPIIT) as the Startup India initiative completes a decade.

The milestone highlights Maharashtra’s growing dominance in India’s innovation landscape, driven by a strong mix of policy support, access to capital, research institutions, and urban startup hubs such as Mumbai, Pune, and Nagpur. Over the past ten years, the state has steadily built a vibrant entrepreneurial ecosystem spanning fintech, deep-tech, health-tech, ed-tech, manufacturing, agritech, and sustainability-focused ventures.

Officials attribute Maharashtra’s top ranking to sustained efforts in ease of doing business reforms, startup-friendly regulations, incubation infrastructure, and investor connectivity. Flagship initiatives such as the Maharashtra State Innovation Society (MSInS), startup funding support schemes, and collaboration with academic institutions have played a key role in nurturing early-stage and scaling startups.

Karnataka, which follows closely in second place, continues to be anchored by Bengaluru’s global reputation as India’s technology and innovation hub, especially in areas like software, artificial intelligence, SaaS, and biotechnology. Other states have also made notable progress, reflecting the geographic diversification of India’s startup ecosystem beyond traditional metros.

Launched in 2016, the Startup India programme was designed to promote entrepreneurship, job creation, and innovation across the country. Over the last decade, it has enabled the recognition of tens of thousands of startups, facilitated access to funding, and strengthened links between industry, academia, and government.

Experts note that Maharashtra’s leadership in the rankings reflects not only the volume of startups, but also the quality, scalability, and economic impact of enterprises emerging from the state. As India pushes ahead with ambitions in deep-tech, manufacturing, and global innovation leadership, states like Maharashtra and Karnataka are expected to remain critical drivers of growth.
