New Delhi / Guwahati, August 20, 2025 — In a pivotal step toward empowering India’s northeastern region, Parliament has passed the Indian Institutes of Management (Amendment) Bill, 2025, clearing the way for the establishment of Assam’s first Indian Institute of Management (IIM) in Guwahati. This will be the 22nd IIM in the country and the second in the Northeast, following IIM-Shillong.
Investment & Strategic Framework
The Union government has committed between ₹550–₹555 crore over five years (2025–30) to establish the new institute. This investment aligns with the broader Special Development Package (SDP) under the 2023 Assam peace settlement with ULFA, which includes education infrastructure as a key pillar.
Mentorship & Campus Planning
IIM Ahmedabad will mentor the nascent institute. Classes are slated to begin this academic year at a temporary state-provided campus, with a permanent site planned at Palasbari in Kamrup district.

Assam Chief Minister Himanta Biswa Sarma praised the decision, calling it “truly historic” and asserting that it positions Assam as a growing education hub, alongside established centers like IIT Guwahati and AIIMS.
Union Education Minister Dharmendra Pradhan emphasized that this will be the ninth IIM established under the current government, reflecting a strong momentum toward expanding high-quality management education nationwide.
